On the morning of September 17th, 2025, in Hanoi, Assoc. Prof. Dr. Pham Xuan Duong, the President of Vietnam Maritime University (VMU), attended the working session between the Minister of Construction Tran Hong Minh and Mr. N.P. Patrushev, the Aide to the President of Russia and the Chairman of the Maritime Board, during his official visit to Vietnam.
Overview of the meeting
During the meeting, the two sides reviewed achievements of bilateral cooperation and discussed strategic directions in the fields of maritime, shipbuilding, maritime business and logistics.
The President of VMU was honored to participate in the reception and working session
VMU has maintained a long-standing partnership with Russian institutions since the 1990s through joint training programs and research projects, with more than 50 doctoral graduates trained under Russian programs. Over the past three decades, VMU has sent more than 40 lecturers and over a hundred students to leading Russian universities such as Maritime State University named after Admiral G.I. Nevelskoy, Saint-Petersburg State Marine Technical University, Astrakhan State Technical University, etc., many of whom now hold crucial positions in governmental authorities, research institutions.
At the session, VMU proposed that the Russian Government continue to provide scholarships for postgraduate training in key fields such as Maritime Science, Shipbuilding, Control and Automation Engineering,… etc. The two sides also discussed expanding cooperation in technology transfer such as Maritime Simulation, Shipbuilding, Autonomous Vessels and Maritime Law. Furthermore, VMU also proposed the Russian Government support for establishing the connection between Russian units and the forthcoming Training Center of Excellence and Talent in Industry 4.0 Technologies and an Innovation Center of Vietnam Maritime University, which will be invested and developed by the Government of Vietnam in the future. These activities will contribute to the Decision No. 1901/QĐ-TTg dated September 5th, 2025 of the Prime Minister of Vietnam on approval of the Project on developing Vietnam Maritime University into the national key university for training and research to serve the sustainable development of the seaward economy in the period to 2030, with a vision to 2045.
