On June 9th, 2025, the 3rd United Nations Ocean Conference (UNOC 3) officially opened in Nice, France. The conference attracted global attention under the theme: “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean.”

Assoc. Prof. Dr. Pham Xuan Duong, President of Vietnam Maritime University (VMU), participated in various side events at the conference, thereby reaffirming VMU’s proactive role in international cooperation and integration, aligned with recent government resolutions and national strategies.
As part of the official agenda, on June 10th, the Delegation met with representatives of the Vietnamese community in France. On this occasion, Assoc. Prof. Dr. Pham Xuan Duong had the opportunity to meet with Prof. Tran Quoc Tuan, Research Director at Paris-Saclay University and a leading expert in automatic control engineering. The discussion opened up potential areas for cooperation in scientific research, academic exchange, etc. between the two sides in the future.

On the morning of June 11th, the Vietnamese delegation took part in the Vietnam-France Business Forum. At the forum, the Prime Minister shared Vietnam’s development strategy, regarding building an independent and self-reliant economy, promoting scientific research, digital transformation, climate change response, etc. These focus areas are closely aligned with VMU’s development priorities, particularly its goal of becoming a National Key University, contributing to the successful implementation of the national sea-ward economic development strategy.
The Vietnamese delegation visited the Port of Tallinn, one of the most important maritime hubs of the Republic of Estonia
Prior to the conference, from June 5th to 7th, Assoc. Prof. Dr. Pham Xuan Duong participated in an official visit to Estonia, where he visited the Port of Tallinn, one of the Baltic Sea’s most important maritime hubs. The port is a regional leader in green transition and smart port development, with advances in AI, IoT, blockchain, and multimodal transport integration.

During the trip to Estonia, the Vietnamese and Estonian governments also discussed cooperation on digital transformation, e-government, data infrastructure, and high-tech workforce development - key focus areas for VMU in the upcoming years./.
