1. Introduction to the Center
The Seafarer Training Centre (Trung tâm Huấn luyện Thuyền viên) operates under the Vietnam Maritime University, established by Decision No. 308/QĐ‑TCCB‑LĐ of the Minister of Transport on March 4, 1993. The center is located at 484 Lach Tray Str, An Bien Ward, Haiphong, and the centre serves as a principal national institution for training and certifying seafarers in line with both Vietnamese government regulations and international maritime standards.

a. Certificate of Competence for Seafarers
These are competency certificates for seafarers—covering navigation, engineering, and electrical engineering on board. They comply with both national regulations and IMO STCW 78/2010 standards. Programs include:

b. Certificate of Proficiency (Training in Professional Operations)
These courses follow the STCW Proficiency Model courses, which
- Basic Training for seafarers;
- Basic and Advanced training for seafarers working on oil tankers, chemical tankers, and liquefied gas tankers;
- Professional Training in Radar operation (RADAR/ARPA) and Electronic Charts Operation for Deck officers;
- Proficiency in Medical First Aid and Medical Care, Advanced Fire Fighting, Survival Craft and Rescue Boats;
- Proficiency in Bridge Room and Engine Room Management;
- Security Training for Crew and Port personnel (e.g., Ship Security Officer (SSO), Company Internal Auditor (IA), Designated Person Ashore (DPA);
- Other Model courses which comply IMO STCW 78/2010 standards.
c. Customized Training Courses for Corporations
Our centre also offers tailor‑made training programs to meet specific corporate requirements. This includes customized modules for shipping companies—such as advanced ECDIS training, leadership and management skills for maritime professionals, fuel management, shiphandling, and English for maritime operations at levels 1, 2, and 3.
