The Maritime Law training program is developed by the Faculty of Navigation and is appraised and issued by Vietnam Maritime University. The program references curricula from institutions such as the National Maritime Academy of ODESA (Russian Federation), Mokpo National Maritime University (South Korea), Dalian Maritime University (China), Hanoi Law University, the School of Law – Vietnam National University, Hanoi, and Ho Chi Minh City University of Law. The program is periodically reviewed, updated, and revised to meet the practical needs of graduates and to fully comply with the regulations of the Ministry of Education and Training as well as Vietnam Maritime University.
Students enrolled in the program are equipped not only with knowledge but also with essential skills and professional attitudes in alignment with the Vietnamese National Qualifications Framework and certain international standards for workforce competency in the 21st century.
2. Curriculum
The Bachelor of Maritime Law program is organized into 8 semesters as follows:
Throughout 8 semesters, students undertake a comprehensive curriculum that combines theoretical and practical learning. In Semester I, students gain foundational knowledge through the General theory of the State and Law and the History of State and Law, which develop scientific thinking and a proper understanding of all issues related to the law. The course Marxist-Leninist Philosophy equips students with a foundational philosophical mindset and a scientific worldview. The Logics course develops logical thinking skills, rigorous reasoning, and systematic problem analysis. Introduction to Law offers insights into the basic understanding of various specializations within the field of Law. Elective courses include MS Office suite for software proficiency and General English 1 for language enhancement.
Semester II broadens students' knowledge with subjects like Vietnam Constitution law, Vietnam Administration law, Criminal Law, and Legal Culture to provide a foundational understanding of key legal fields in Vietnam. General of ship course helps students understand the structure, operating principles, and fundamental technical aspects of ships, laying the foundation for studying legal issues in the maritime field. The course Political Economics of Marxism and Leninism provides knowledge about the current economic development policies of the Communist Party of Vietnam. General English 2, Environment and Environmental Protection, Financial law and Soft Skills 1 are elective courses that hone language and soft skills.
Semester III delves into topics such as Scientific Socialism, providing students with a fundamental understanding of Marxist-Leninist principles on society and the development of socio-economic formations. Civil Law and Labor Law equip students with essential knowledge of civil rights and obligations, labor relations, employment contracts, and worker protection. Business Law offers insights into legal regulations governing commercial activities, including commercial contracts and corporate law. Additionally, General English 3 is a compulsory course designed to help students achieve English proficiency equivalent to Level 2 (A2) according to Vietnam’s 6-level Foreign Language Proficiency Framework.
Semester IV includes advanced courses such as Drafting legal documents, which helps students develop skills in drafting legal documents; Criminal Procedure Law and Civil Procedure Law, which provide knowledge of procedures and case resolution in criminal and civil law; and international law, which lays the foundation for principles and regulations of international law. The course International Trade Law provides students with both fundamental and in-depth knowledge of legal regulations governing commercial activities between nations and international business entities. The Ho Chi Minh’s Ideology course provides fundamental knowledge about the foundations, formation, and development of Ho Chi Minh’s thought. Elective courses include Land Law, which helps students understand land use rights, land management policies, and dispute resolution; Banking Law, which provides knowledge of banking operations; and Business Management, which equips students with management skills and business planning.
In Semester V, students take Law of the Sea, Private International Law, Legal English, and Overview of Maritime Law to enhance their understanding of international law, maritime law, and related legal fields while improving their specialized English skills. The History of Vietnamese Communist Party course provides fundamental knowledge about the founding of the Communist Party of Vietnam and its leadership role. Basic Internship is a compulsory course that provides students with practical industry experience. Elective courses include Marriage and Family Law, International trade customs, and Policies of seas and oceans, helping students expand their knowledge of legal regulations and policies in the maritime and international trade sectors.
Semester VI focuses on specialized courses such as The COLREG 1972, Law of the ship and crew, international law of maritime safety, Shipping and chartering operation, Marine Insurance, and Incidents and accidents in maritime domain, helping students gain a solid understanding of legal and economic regulations related to maritime activities. Elective courses include International legislation of maritime cargo transport and Creative Entrepreneurship, providing knowledge on international maritime transport law and fostering an entrepreneurial mindset in the maritime sector.
Semester VII focuses on specialized knowledge of maritime law and management, including Sea freight, Law of the maritime services, Marine risk management, State administration of maritime, Procedures for port state control investigation, International law of maritime labour, and Maritime safety and security management, providing students with a comprehensive understanding of legal regulations and management practices in the maritime sector. Elective courses include Law on prevention of iilegal sea transport of wildlife, Limitation of Civil Liability in Maritime Field, Port Economics, and Soft Skills 2.
In the final semester, students consolidate their learning through practical applications. The Graduation training immerses them in real-world challenges, and the Dissertation showcases their ability to integrate and apply knowledge from previous semesters. In addition, students may choose alternative graduation courses such as Settelment of maritime disputes and Settlement of claims in maritime insurance.
